1、第1包需满足《中华人民共和国政府采购法》第二十二条规定；

2、投标人应为合法注册的律师事务所,投标人国籍应与包（子库）名称相符。第1包中国律师事务所投标人应为在中国大陆注册的律师事务所；
(2)Thebiddersshallbealegallyregisteredlawfirm,andthenationalityofthebiddershallbeconsistentwiththenameofthepackage(sub-library).ThebidderofChinaLawFirminPackage1shallbealawfirmregisteredinChinesemainland;

3、具有独立承担民事责任的能力；
(3)Havingtheabilitytoindependentlybearcivilliabilities;

4、具有良好的商业信誉和健全的财务会计制度；
(4)Havinggoodbusinessreputationandsoundfinancialandaccountingsystem;

5、具有承办委托法律服务事项的团队和能力。

6、第1包投标人应有依法缴纳税收和社会保障资金的良好记录;

（1）第1包投标人不得为“信用中国”网站 中列入失信被执行人和重大税收违法案件当事人名单的投标人，不得为中国 （ ）政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的投标人（处罚决定规定的时间和地域范围内）。信用信息截止时点为开标当日；
(1)ThebidderinthePackage1shallnotbethebidderlistedonthewebsiteofCreditChina( )astheexecutorofdishonestyandtheLitigantListofMajorTaxViolationCases,andshallnotbethebidderwhoisintherecordlistofseriousillegaldishonestyofgovernmentprocurementofChinaGovernmentProcurementNetwork( )andisbannedfromparticipatingingovernmentprocurementactivitiesbythefinancialdepartment(withinthetimeandgeographicalscopespecifiedinthepenaltydecision).Thedeadlineofcreditinformationisthedayofbidopening;

投标人在平台下载投标文件编制软件进行投标文件编制，投标文件编制完成后，使用CA进行投标文件的加盖签章，并将加盖签章的投标文件加密导出后上传，最后使用CA进行开标截止时间后的解密。

本项目将通过 （以下简称“本平台”）进行网上全流程招投标，有意向的投标人须在平台注册后办理CA电子证书。办理CA电子证书后，也可以使用CA电子证书参加在本平台进行的其他全流程招投标项目，因其他项目办理过本平台CA锁的，如CA锁还在有效期内，则可直接使用。

办理CA电子证书有关事项如下：

1）办理时间：请于开标前1周完成办理并检查确认可正常使用。

1)Processingtime:Pleasecompletetheprocessingandverifythatitcanbeusednormallyoneweekbeforethebidopening.

2）办理程序：投标人须在 进行线上办理，按要求在平台完成信息填报，选择有介质证书或者无介质证书即可。具体详见《平台操作指导手册》。

3）售价：投标人可选择按项目或按年度办理，选择按项目办理的费用为500元人民币或80美元或70欧元；选择按年度办理的，费用为800元人民币或110美元或100欧元，可在有效期内参与平台的其他全电子项目，售后不退。
